(f) Notwithstanding other provisions of this Code, any police or other declaration of vehicles stolen by a political subdivision of that State shall include in the declaration all rental vehicles whose lessors have been proven to that cell declaring that they are in breach of subsection (b) (2) and shall indicate that the lessor has fulfilled the obligations to terminate restitution under this Section.
